 TMCF POLICY AND ADVOCACY
As the national voice of HBCUs and PBIs, TMCF strategically navigates Capitol Hill in a non-partisan manner. We stay before policy makers and other influencers encouraging them to take a proactive lead on introducing public policy recommendations and solutions on tough issues in higher education.
TMCF is staunchly committed to advocacy, bridge building and building alliances with members of Congress and organizations that support HBCUs. In building these alliances we seek to influence public policy that will secure resources and programs that support HBCUs, their students and their faculties.
Our government relations team leads by designing critical government initiatives to preserve a strong future for HBCUs and PBIs. Our team understands its constituency’s needs and diligently works with key stakeholders to drive its initiatives forward.
In 2022, TMCF reinvested more than $14.5 million in capacity-building efforts including, advocacy and policy support for our member HBCUs.
Together with its stakeholders, TMCF’s fight is far reaching and stronger than ever.
 DR. N. JOYCE PAYNE CENTER FOR SOCIAL JUSTICE
TMCF launched the Dr. N. Joyce Payne Center for Social Justice (Payne Center) in 2021 to honor our founder’s commitment to promoting education policy, racial equity and social justice, serving as a nexus in advancing social justice for Black Americans.
The Payne Center is a national think tank and research center rooted in the African American community. As such, the Payne Center will draw together top HBCU scholars, national thought leaders, community advocates and on-the- ground solution makers, to identify, evaluate, and scale new evidence-based programs and policies designed to create sustainable change to the fabric of Black life in American society.
The Payne Center’s mission is to positively impact Black Americans across our nation for the long haul, and in 2022, the center hosted a well-supported inaugural meeting.
Expect great things from the Payne Center. Its efforts and good works will only strengthen year after year.
